CONCEPT

Digital Innovators' Grand Prix (DIG*)
The Digital Innovators Grand Prix, or DIG, is a contest for high-school and university students where challengers use real data to form new ideas that ultimately benefit people and society.
*DIG is a nickname for the Second Data Business Creation Contest organized by Data management creation Laboratory, Keio Research Institute at SFC.

CONTEST DETAILS

Entry qualifications

  • Teams* of high-school, undergraduate and postgraduate (exclude those with full-time job experience) university students
  • Teams comprised of students from different schools including foreign schools are allowed to enter.
  • Each member's role and the name of the team should be clearly stated in the application form. There is no limitation on the number of team members.
  • Application and presentation should be made either in Japanese or English.

*Private (single applicat) entry is allowed, however, application as a team will deserve better evaluation.

Theme

  • Taking into account the arrival of the Open Data era, contestants are requested to tackle the issues faced by the local governments (Kanagawa Prefecture, Saga Prefecture, Aizuwakamatsu City, Sabae City, Nagareyama City) and propose new policies and solutions by combining and analyzing various data available in public.
  • Applicants are requested to choose one issue out of those issues provided by the following local governments.

Use of data and tool

  • There is no restriction on the use of analytical tools. Teams selected for the final stage will be provided with BuzzFinder and SAS Analytics University Edition. (They can also use Open Data published by local governments, statistical data, any other domestic or international open data and social data, among others.) Data source should always be clearly stated.
    *Data are licensed. Applicants should take care to obtain necessary permission when using data.
  • Teams selected for the final stage may receive additional data from the relevant local government. Please, refer to the detail information provided by the local government about the data to be provided.

  1. Educational policy
    We conducted the “Survey on Education” in 2013, in which we asked children when they felt absorbed, for the purpose of understanding the “Realities of Children”. Accordng to the result, compared with that in 2005, the number of children who answered that they felt absorbed “when playing a game”marked a significant increase while that of the replies such as “when I understood what I was taught in class or I learned what I hadn't known before” declined slightly. On the other hand, the number of children who answered they felt absorbed “when attending an interesting class” remained about the same or showed a slight increase.
    Based on the information as well as your own experience, materials available on the Internet, and analysis of “tweets” data, please propose ideas to make children feel “School is fun!”
  2. Policy for declining birth rate/aging population
    Kanagawa prefecture is promoting “building a society where women can demonstrate their abilities” as part of the campaign called “Declaration for Achieving Our Full Potential – Next Steps”. One of the actions to help realize such a society is “to increase the women's employment rate”,but in Kanagawa the rate of women (aded 25 to 44) who have a job while bringing up children are lower than the national average. On the other hand, the length of time men spend on childcare hovers around the national average.
    Amid this situation, what policies are required to make it possible for residents of Kanagawa to work comfortably while bringing up their children? We would like you to propose your original ideas.

  1. Tourism Policy
    The Arita Pottery Market held in Arita Town during the “Golden Week” (holiday season between late April and early May) attracts more than one million tourists every year, making the town brimming with festive atmosphere. Except for this period, however, the number of tourists visiting the town remains low. What actions should Arita take to attract a large number of tourists throughout the year?
  2. Healthcare Policy
    As the acceptance of emergency patients to hospitals becomes a nationwide problem, Saga Prefecture established “99 Saga Net” in 2011 in an effort to make the the situation of hospitals' emergency patients acceptance visible. At the same time, the prefecture equipped all of its 50 ambulances with iPads to enable the crew to access hospital information, successfully reducing the time required to bring patients to hospital. What measures can be taken to use the existing system even more effectively and further improve our emergency care system?

    We aim at attracting tourists to Aizuwakamatsu. Please figure out “what issues/problems we should resolve to attract people to visit Aizu, and what measures we should take to address them”. The proposals of measures to accommodate more tourists are also welcome.

    It is said that there are large gaps in educational environment and access to information between urban area and countryside.
    The City of Aizuwakamatsu also considers that the city falls behind urban areas in terms of educational environment and information, due to geographical constraints. Please answer the question:
  3. Policy for Declining birth rate/aging population
    Like many other areas in Japan, Aizuwakamatsu also faces the declining birthrate and aging population. It is urgent to increase the number of youth to revitalize Aizuwakamatsu. With the aim of increasing young population in the city, please figure out: “What issues/problems prevent youth from deciding to live (e.g. situation of job vacancies) in Aizuwakamatsu after graduation, and what can we do to address them?”

  1. Policy for declining birth rate/aging population
    Sabae City has promoted various actions- the development of the city where the residents can take the initiative based on the Ordinance of putting citizens in leading roles, Sabae City revitalization plan contest, Kawada Art Camp, as well as the recent establishment of JK (female high school students) section with the aim of drawing participation of young people in the activities, and IT-powered city development by use of Open Data. Until recently, Sabae has been the only municipality in the prefecture with the rising population, but its population is expected to decline in the near future. Therefore, we invite ideas that will make Sabae a “city where young people settle” - a city loved by the youth where they will come back to settle even after living outside of the city.

The city has successfully attracted a large number of young people; as is the case with many other municipalities in Japan, however, turnout of younger voters is relatively low here in Nagareyama. In the run-up to the unified local elections scheduled for April 2015, what measures can we take to improve the young voters' turnout? We look forward to receiving unique ideas from you.

JUDGING GUIDELINE & PRIZES

Preliminary Selection (First-round selection)

Applicants are requested to send their idesa on policies or policy development methods for the local governments. In the application for the preliminary selection, idea-based proposals are acceptable. Please, choose one out of the given themes and complete an application form before sending it to us.

Teams that will have passed the preliminary selection will advance to the final selection where they will analyze actual data and compete in their ability to extract new knowledge/insight and create value. Qualifiers will be notified by the secretariat.

Final Selection

The following tools will be provided for the short-listed candidates.

  • BuzzFinder(SaaS-type service used to analyze on-line word of mouth)
  • SAS Analytics University Edition(Software for statistical analysis)

*The types of tools used for analysis do not affect the result of the selection.
(analysis by programming with R, Python, Java and usage of common OSS analytics softtware, such as, Weka, RapidMiner, KNIME are also possible)

The short-listed candidates will be requested to attend the final presentation and the awards announcement ceremony to be held at Keio University Mita Campus on November 8.

Points to be considered for selection

  • Proposed ideas are derived from diverse kinds of data such as Open Data and social data.
  • Open data of the Japanese local governments are used at the core of the data analysis
  • High diversity is evident in team members, data used for analysis, contents of analysis, and presentation.
  • Data analysis is logical and appropriate, and the result is clearly stated.
  • Proposal has an impact on social contribution and offers an innovative perspective.
  • Presentation is conducted effectively.

Prizes will be awarded to six teams with the highest judging points in terms of excellence and originality.
